hey , i am based in USA, i would like to open another paypal and ebay account, can i get a new vcc and bank account to verify both?? please let me know asap

earn 48$ from a survey site but coz of unverify account of paypal i am unable to send or buy anything, paypal sending limit 0.00$. please tell me any solution.
