I will be very difficult to say what Google does and what the don't. I have made it a routine that each website I build will have a structure for my headings. So from H1 doen to H3, usually don't go beyond this.
Having a H1 tag won't make you rank higher than a competitor with the same tag but with better usuage of that keyword onsite and in external sites. There are many factors that compliments the tags and links. I hope this helps.

I don't really agree with some of what you said.(I guess this is normal).It's not a must to use H1 to H6 tags in coding. That will only depend on the structure, for example a press release news on a site could only have one tag or at the most two.
Heading tags are important if you have keywords in your title, which is always recommended. That helps engines know those are your keywords on whom you want to give more emphasis.
